- Preheat oven to 375°F (190°C).
- Steam or boil cauliflower florets for 5–7 minutes until just fork-tender, then drain thoroughly.
- In a saucepan over medium heat melt butter and add heavy cream.
- Stir in cream cheese until fully melted and smooth.
- Add cheddar and mozzarella cheese gradually while stirring until sauce thickens.
- Season with garlic powder, onion powder, salt, and black pepper.
- Combine drained cauliflower with cheese sauce and mix well.
- Transfer mixture to a baking dish and spread evenly.
- Bake for 15–18 minutes until bubbly and lightly golden.
- Sprinkle paprika on top before serving if desired.
